Healthcare in Turkey for Foreign Residents and Buyers
Türkiye's healthcare system includes public hospitals, university hospitals, private hospitals, family health centres and other healthcare providers. Access conditions and costs depend on a person's social-security status, residence status, employment and insurance coverage.
The rules for foreign residents and visitors are not identical for everyone. Whether care is covered, subject to contributions or fully self-funded depends on the individual's circumstances.
Public and Private Healthcare in Turkey
Public healthcare is provided through Ministry of Health hospitals and other public healthcare institutions. University hospitals are also an important part of the healthcare system.
Türkiye also has a large private healthcare sector. Charges at private providers depend on the hospital, treatment, insurance policy and agreements between the provider and insurer.
Can Foreigners Use Healthcare Services in Turkey?
Yes. Foreign nationals can receive healthcare in Türkiye, but whether treatment is covered, partially paid or fully self-funded depends on their insurance and social-security status.
Different rules may apply to foreign employees covered by social security, people covered by General Health Insurance, persons benefiting from bilateral social-security agreements, holders of private health insurance and people without insurance coverage.
General Health Insurance for Foreigners
Foreign nationals who work in Türkiye and participate in the social-security system may be covered by General Health Insurance depending on their status.
Certain foreign nationals who have legally resided in Türkiye for the required period may also be able to request General Health Insurance coverage if they meet the applicable conditions.
Eligibility depends on factors including employment, residence and whether the person is covered by another country's social-security system. Current Social Security Institution rules should therefore be checked for each individual case.
Bilateral Social Security Agreements
Türkiye has social-security agreements with a number of countries, and some of these agreements include healthcare benefits. Eligible insured persons and family members may be able to receive healthcare in Türkiye under the relevant agreement.
The coverage is not identical for every country. In some cases, an insured person must obtain a healthcare entitlement document from the institution in their home country and complete the required procedures with the Turkish Social Security Institution.
Private Health Insurance
Foreign residents may also purchase private health insurance in Türkiye. Coverage depends on the insurer, policy, age, medical history and selected benefits.
Before purchasing a policy, check the hospital network, outpatient and inpatient benefits, waiting periods, exclusions and financial limits.
Residence Permits and Health Insurance
Certain residence-permit applications may require valid health insurance or another form of accepted health coverage, depending on the applicant's category and exemptions.
Because residence-permit requirements vary, applicants should verify the latest rules with the Presidency of Migration Management and other relevant official authorities.
Emergency Healthcare
Coverage and charging rules for emergency healthcare can depend on the person's insurance status, the nature of the emergency and the healthcare provider.
Foreign visitors and residents should therefore not assume that every emergency service in Türkiye is automatically free of charge. Current rules and the individual's coverage should be considered.
What Should Foreign Residents Check?
- Confirm whether your SGK or private insurance coverage is active.
- Check whether the hospital is contracted with your insurer.
- Ask about possible co-payments and additional treatment charges.
- If you have overseas insurance, verify whether it is valid in Türkiye.
- Check medicine and prescription coverage under your policy.
- For long-term residence, verify current social-security and residence requirements.
