Turkish Citizenship Through Investment

Foreign investors who meet the applicable requirements may be eligible to apply for exceptional Turkish citizenship. Making an investment does not automatically grant citizenship; the investment must satisfy the relevant criteria and the application must complete the required administrative and legal procedures.

Because citizenship rules are subject to regulation and administrative practice, applicants should verify the latest official requirements before committing to an investment.

Turkish Citizenship Through Real Estate Investment

Under the current framework, eligible foreign investors may apply for exceptional Turkish citizenship by acquiring qualifying real estate worth at least USD 400,000 or its foreign-currency equivalent.

The title deed must include the required restriction preventing the qualifying property from being sold for at least three years, and the investment must satisfy the applicable official eligibility procedures.

The assessment can involve the property value, payment method, title deed status and other eligibility conditions. A listing or agreed sale price above the threshold alone should therefore not be treated as sufficient for citizenship eligibility.

Other Investment Options

Exceptional citizenship may also be available through other qualifying investments. Under the current official framework, the main alternatives include:

  • A minimum fixed capital investment of USD 500,000 or its foreign-currency equivalent.
  • A minimum bank deposit of USD 500,000 or its foreign-currency equivalent maintained in eligible Turkish banks for at least three years.
  • A minimum USD 500,000 investment in qualifying government bonds maintained for at least three years.
  • A minimum USD 500,000 investment in eligible real estate investment fund or venture capital investment fund shares maintained for at least three years.
  • A qualifying minimum USD 500,000 contribution to the private pension system subject to the applicable retention requirements.
  • Creating employment for at least 50 people.

Different public authorities are responsible for confirming eligibility for different investment categories. Requirements therefore vary not only by amount but also by procedure and holding period.

How Does the Citizenship Application Process Work?

After the qualifying investment has been completed, the relevant authority must confirm that it satisfies the applicable investment criteria. The required residence and citizenship application procedures can then be completed.

Applicants may be asked for passports, civil-status documents, biometric photographs, certified translations and additional documents depending on the investment type and individual circumstances.

Can a Spouse and Children Be Included?

The spouse and children who satisfy the applicable legal requirements may be included in an investment-based citizenship process. The eligibility of family members is subject to official assessment.

Does Buying Any Property Automatically Grant Citizenship?

No. Purchasing real estate in Türkiye does not automatically provide Turkish citizenship. The property must meet the applicable investment requirements, the required value and title deed conditions must be satisfied, and the citizenship application must be reviewed by the competent authorities.

Are Citizenship and Residence Permits the Same?

No. A residence permit concerns the legal right to reside in Türkiye under a particular category and set of conditions. Turkish citizenship is a separate legal status with different requirements and consequences.

Property ownership can be relevant to certain residence permit applications, but purchasing property alone does not guarantee either residence or citizenship.

What Should Investors Check Before Applying?

  • Confirm that the investment amount and payment method satisfy the current rules.
  • For property investments, verify the title deed and ownership status.
  • Confirm citizenship eligibility before completing a property purchase intended for that purpose.
  • Understand any minimum holding period or restriction on disposal.
  • Verify current documentation and application requirements through official sources.
